Man Who Caused Reservoir Shutdown Fined

A young man tossed away a black bag containing his soiled underwear causing a bomb scare that shut down the city’s largest reservoir. Not only did he discard the underwear in the reservoir, he climbed over two barbed-wire-topped fences to do so. I have only one question. Has the guy never heard of a trash can?
